Would you reduce manpower or raise money to pay for the worker?
When your department wants to reduce staff to avoid spending more than the available budget, how do you vote? The manager of the department typed and printed out a survey form, asking the department staff to vote on reducing manpower, or raising money to pay for one worker, every month. Its very tough to raise money to pay for one worker every month. Since many staff members refused to raise money, the only choice was to reduce manpower.
